Zelensky Asserts Absence of Explicit Defense Guarantee from Allies
Ukrainian President Volodymyr Zelensky says European allies have not given him solid assurances that they will defend Ukraine in the event of a future Russian attack.
"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.
These remarks follow a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.
Details of the Paris Talks
Following the negotiations in Paris, which involved some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Allies proposed that the US would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
Moscow has not yet commented on the declaration made in the French capital.
President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the joint statement as "an essential component of our commitment to support Ukraine for the foreseeable future".
He continued: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."
The Ukrainian leader praised that accord as a "huge step forward".
Twenty-four hours afterward, however, he appeared less optimistic.
"I see the will, the political resolve, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.
"However, until we lack such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you must ultimately depend primarily on your own strength."
Persistent Challenges and Fighting
Negotiations in Paris were also notable owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on finalizing security arrangements.
Last week, the President indicated a settlement was "90% ready".
Territorial concessions and security guarantees have been at the forefront of outstanding matters for diplomats.
Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but provided that Russia reciprocated the action.
Moscow currently controls about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the industrial Donbas region.
It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with drones, though with more limited success.
